He held the position of Foreign Secretary and served twice as Ambassador to New Delhi. In 1993, he was appointed as Foreign Minister in the interim government, a role he resumed from 1999 to 2002. His scholarly contributions include an article on the Shimla Agreement, published in both Pakistani and Indian academic journals; a research paper addressing the reduction of nuclear risks in South Asia, featured in The Nonproliferation Review; and numerous pieces on global issues in both domestic and international publications. Between 2005 and 2009, he contributed to the Pakistan Observer as its foreign affairs editor and a frequent columnist.
